Dr Lee Hoey Simon received his Ph.D. in Law from Tsinghua University in 2012. He is now the Chief Strategy Officer for the Greater Bay Area at the China Resources Group, Chairperson of the Basic Law Foundation. Dr Lee also serves as the convenor for the ‘Hong Kong in the Belt and Road Initiatives’ Study, State Council of the Chinese Government, member for the Basic Law Promotion Steering Committee, Convenor of the Working Group on Teachers and Students, and Chairperson for the standing committee on values education of the HKSAR Government. As one of the nation’s young academic, Dr Lee is an expert on the economic and business development of the Greater Bay Area. His research interests also include Hong Kong Basic Law, Chinese legal system and constitutional law. Dr Lee also served as a consultant to the Harvard Law School (Program on International Financial Systems), Visiting Fellow (2013) at the CCPL, Faculty of Law of The University of Hong Kong, Deputy Governor in the Xifeng County of Guizhou Province in 2009–2012, Youth member of the Central Policy Unit of the HKSAR Government, Deputy Executive Director of the Our Hong Kong Foundation. His recent publications include A Study on National Security Law and Hong Kong Basic Law Article 23, A Study on the Hong Kong Basic Law Drafting Materials, Hong Kong Basic Law: Case Studies (in Chinese) published by the Joint Publisher. For Dr Lee’s contributions to the society, he is granted the Medal of Honor (M.H.) and the Justice of Peace (J.P.) by the HKSAR Government in 2016 and 2019 respectively. Dr Lee is also elected the ‘Hong Kong Ten Outstanding Young Persons’ in 2017 with the same recognition.
